A hazard is a potentially damaging process. Exposure concerns people and assets in its footprint; vulnerability concerns how susceptible they are and their capacity to cope.

To explain an impact, connect the process to an exposed place and a vulnerability. A magnitude or wind speed alone cannot establish a death toll.
