Same storm, different risk
A warning reached two settlements. Why were the outcomes different?

Read the resource
| Settlement | People in exposed area | Warning received (%) | Safe shelter places | Homes damaged |
|---|---|---|---|---|
| Harbour | 2000 | 90 | 1800 | 320 |
| Estuary | 2000 | 45 | 600 | 510 |
Both settlements experienced a similar storm surge. A warning is useful only if people understand it and can reach safety. Home damage is recorded separately from evacuation.

| Proposal | People covered | Constraint |
|---|---|---|
| Phone alerts | 1800 | Mobile signal fails in some areas |
| Raised shelter | 900 | A bridge on the route floods |

Explain how the two proposals could work together. Identify a remaining weakness.
One possible answer
Alerts could give people time to reach the raised shelter. The shelter reduces exposure once people arrive. However, a flooded bridge could stop access, so a safe route or another shelter is needed. Signal failure also means alerts should use more than one channel.
