Storm surge and coastal inundation

A sea wall, beach, settlement, farmland and saltmarsh share a coastline.
Imagined coastal setting

Storm winds can drive water towards a coast; pressure, tide and coastal shape also affect the water level. Surge is not the same as rainfall flooding or a tsunami.

State the location and reference level when using a height. A forecast maximum and a measured level answer different questions.
