The World Bank’s 2018 water partnership report describes severe drought and advice on diversifying supply, including groundwater, reuse and desalination.
Water security connects climate, stored supply, demand and institutions. A threatened “Day Zero” was a risk scenario, not evidence that municipal taps actually stopped citywide.
